The Black Mask pulp was originally founded by H.L. Mencken as a way to accumulate filthy lucre to pay for his literary magazine The Smart Set. In other hands it would become the primary source of hard boiled detective and noirish crime fiction.
None of which has anything to do with the cover painting of a woman stepping on a man.
